Will Human Resources Jobs in Canada Bounce Back?

The last time we reported on hiring demand for HR professionals in Canada, we saw that the number of job ads steeply declined at the end of 2012. We thought this might be a seasonal trend, since historical hiring shows declines in the last quarter of the year for these occupations. Now that we are one-third of the way through 2013, we wanted to take a look at more recent rends to see if demand has bounced back. In the past 120 days (the first 4 months of the year), there were approximately 19,000 unique jobs available online for human resources positions in Canada. Demand seemed to be picking up between January and March, but declined again in April. Hiring demand in the past 120 days represented a slight 0.6% decline when compared to the same 120-day period in 2012. Approximately 80% of these job ads were posted online directly by the employers and 20% were advertised by staffing agencies or third party recruiting firms.

The 5 cities in Canada with the most job ads in the past 120 days were Toronto, Montreal, Vancouver, Calgary, and Edmonton. Toronto had just over 5,100 jobs available online. Despite seeing the highest demand of any city in Canada, this is a 1% year-over-year decline in hiring. In fact, all of the top 5 cities experiences declining demand. Edmonton was down 15% over the past 120 days, the largest decline of these top 5 cities.

Hiring for HR Pro's Still Growing – Recruiters in Top Demand

Hiring demand for human resources professionals is often thought of as an indicator for general hiring demand. As more employees are needed, a company would require more Recruiters (to find and hire employees), Compensation/Payroll Administrators (to setup, analyze, and process salaries), and Training and Development Specialists (to "onboard" and continually develop the workforce). Recent hiring for HR professionals has been healthy. In February, there were 115,000 ads available online for HR jobs. This is a 14% year-over-year increase from February of 2012.

Another signal that hiring across the US may be gearing up, the most commonly advertised job title for HR professionals is “Recruiter.” In fact, various recruiting job titles appear 4 times on the below list of the 10 most commonly advertised job titles. Other common HR fields are payroll and general human resources, which appear 3 times each.

  3. Payroll Specialist
  4. Technical Recruiter
  5. Payroll Clerk
  6. Payroll Administrator

The Hiring Scale shows that employers will have difficulty when sourcing HR professionals as potential candidates. With increasing demand and a limited number of qualified potential candidates in any one area, employers are likely to advertise jobs for 6 weeks. Some of the areas with more difficult conditions, like Odessa (Texas), can spend up to 7.5 weeks sourcing candidates, interviewing applicants, and filling open positions. Some locations that these jobs are less difficult to fill are Norwich (Connecticut) and Pocatello (Idaho) where employers average a 5 week posting period for HR jobs.

Where to Source Recruiters: Best and Worst Cities

We noticed that hiring demand for Recruiters began to bounce back in January. In the later part of 2012, the number of posted job ads decline. This is likely a seasonal decline. However, January saw over 18,000 job ads available online in the US, representing a 16% year-over-year growth in hiring demand. The cities with the highest demand were New York, Washington (DC), Chicago, Los Angeles, and Boston. With this increase in demand, we wanted to look at recruiting conditions in major metro areas across the US and see where the best and worst conditions occur.

Our Hiring Scale shows that Hinesville (Georgia) is likely to be among the cities with the most difficult recruiting conditions. Currently, there are more than 280 job ads posted online for Recruiters in the Hinesville-Fort Stewart metro area. Out of 99 (the highest score and representing the most difficult-to-fill conditions) this metro area scores an 80. The average score for Recruiters nationwide is a 49. Other cities that are likely to find Recruiters hard to find include:

  • Corvallis, OR
  • Niles-Benton Harbor, MI
  • Springfield, OH
  • Manchester-Nashua, NH
  • Coeur d'Alene, ID

One of the factors that will make Recruiter jobs so hard-to-fill in these cities is the average posting period of a job ad. Nationally, jobs for Recruiters stay online for an average of 40 days, or just under 6 weeks. In many of these hard-to-recruit locations, jobs remain advertised online for a week longer than average.

In comparison, we also wanted to look at the best locations to source Recruiters. Our Hiring Scale shows that the metro area with the best current conditions is Dalton, Georgia, which scores a 24. Additionally, the average posting period here is 32 days, more than 1 week shorter than the national average. It is interesting that both the best and the worst locations for finding Recruiters are in Georgia.

Other cities with the most favorable conditions include:

By sourcing candidates in the above cities or targeting job ads in these areas, employers are likely to see less competition from other companies, find more candidates to source from, and ultimately fill open jobs faster.

Hiring Demand for Human Resources Jobs in Canada

We often post about hiring demand for human resource professionals in the United States, but we thought it would be interesting to look at hiring demand for HR jobs in Canada. In December, there were about 3,500 job ads posted online for human resources professionals, representing a 3% year-over-year decline in hiring demand. Although there tends to be a seasonal decline each December, the decline this year was greater than in past years. 78% of hiring demand was seen by direct employers, whereas staffing agencies accounted for about 22% of online ads. Interestingly, hiring by direct employers increase year-over-year by about 2%. Job ads posted online by staffing firms and recruiting agencies declined about 18% in December 2012 compared to December 2011.

HR Manager and Assistant occupations account for the highest volume of ads, followed by recruiting occupations. Compensation, benefits, and payroll jobs were third in demand and training and development positions were last. Below, we list the 10 most in-demand unique job titles for HR professionals in Canada:

Mobile Demand for Human Resources Professionals

Looking back on 2012, mobile adoption was one of the hot topics in the human resources and human capital space. It's been a while since we last covered this topic, so we wanted to take an updated look at companies that are specifically hiring for HR professionals with mobile skills or experience. Over the last 90 days, there were about 1,500 job ads online for various HR jobs that specified mobile experience. Despite declining over the second half of 2012, this still represents a 23% year-over-year increase in hiring demand. Does the decline in the last half of the year signal a slowing mobile trend? Or do you think it's just a seasonal effect?

Interestingly, Training and Development occupations most commonly required mobile skills. With the increasing usage of mobile devices, many corporate training jobs require development of learning platforms and training documents that can be accessed on mobile phone or on a mobile website/application. The occupation with the second highest demand for mobile skills was recruiting. These jobs require professionals to do a wide range of things, including building, updating, and managing a mobile-friendly careers website, as well as contacting potential candidates through mobile devices and texting. Other HR related occupations, like compensation and benefits and labor relations occupations, also required mobile skills, but at a much lower volume.

Are Employers Sourcing for Recruiters on Social Media?

Recruiting on social media channels can be a great way to advertise job openings, identify potential candidates, and communicate with the public about a company's culture. It's been a hot topic over the past few years, as more Recruiters use this channel and are expected to be "experts". A 2012 survey shows that 92% of Recruiters use social media to identify candidates and 73% have actually hired someone they found on social media. Does hiring demand match the strategies Recruiters are using? In November, about 1,600 jobs were advertised online for Recruiters that specified social media as a skill requirement. However, this only represents about 8% of  total Recruiter hiring demand. Is it surprising that there isn't a higher percentage of job ads mentioning this skill as a requirement?

Despite the fact that only about 1,600 ads for Recruiters required social media in November, hiring demand continues to climb. The number of jobs last month represented a 48% year-over-year increase compared to November 2011. As social media recruiting becomes more of a "norm," it's likely that more ads will include specifications for these skills.

The difficulty-to-hire for this skill set varies and will largely depend on where the open position is located. For example, Omaha, Nebraska is currently experiencing some of the least difficulties in filling jobs. There are fewer than 10 open positions located in this metropolitan area, yet the talent pool of potential, qualified candidates is likely to be larger. Employers in Reno, Nevada and Rochester, New York are also likely to see less difficulties and fill jobs for social media Recruiters faster. On the other hand, if you are a Recruiter looking for a job that puts your social media skills to use, it's likely to be more difficult to find work in Omaha, Reno, and Rochester than in other places across the US. Since there is lower hiring demand and a larger existing workforce, you are likely to see more competition from other recruiting professionals.

Over the past few weeks, we reported on hiring demand for 2 different HR jobs: Recruiters and Training Managers. We thought we would add other HR jobs to take a look at overall HR hiring demand. In total, there have been more than 49,000 jobs available online for HR careers. Demand for HR professionals has been strong this year, and the past 30 days continues that trend, up 8% from the same 30-day time period last year.

The most in-demand HR job in the past 30 days was Training and Development Specialists, followed by Personnel Recruiters, Compensation, Benefits, and Job Analysis Specialists. Below are job volumes for each HR related occupation. The only one to see a decline compared to the same 30-day period in 2011 was Employment Interviewers.

Recruiting for a Recruiter?

In September 2012, more than 14,000 jobs were advertised online for Recruiters and staffing professionals in the United States. We've seen a strong level of hiring demand in 2012 so far, far out-pacing pre-recession demand. However, we are starting to see a slowing in the number of new ads posted online each month. This similar trend has been seen in past year, so it may just be a seasonal effect. In September, the volume of available listings was up 12% compared to September 2011 and 29% versus the same time period in 2010.

The highest volume of listings during September seen in New York (NY), Washington (DC), Chicago (IL), Los Angeles (CA), and San Francisco (CA). The New York metro area had the most available positions. However, San Francisco experienced the greatest growth in demand over the past year of these five areas, up 36% compared to the same time period last year.

We've been watching hiring demand for Recruiters for a while and noticed that job requirements continue to evolve for this profession. In addition to traditional recruiting skills – like experience with applicant tracking software (ATS) and full lifecycle recruiting – there are several emerging skill sets that are gaining more traction every month. Two of these include negotiation and social media skills. The number of job ads that look for candidates with strong negotiation abilities is up 13% compared to September 2011. Job ads with social media requirements have grown even more incredibly, up 52% since last year.

If demand has grown since last year and the skills are changing, will open recruiting positions be hard-to-fill? Our Hiring Scale™ shows that they will be moderately difficult to recruit. On average, employers in the US leave job ads online for about 5 weeks. Companies in San Francisco, California and Minneapolis, Minnesota are currently experiencing more challenging overall recruiting conditions. There is more fierce competition among employers since demand is growing more quickly than the local talent supply can support. Job ads in this area remain online for an average of 6 weeks.

However, if you are a Recruiter in San Francisco or Minneapolis (or willing to relocate to these areas for a job), it's likely to be easier than average to find work. More companies are looking for your skills and it's likely that there are fewer candidates for you to compete against to get the job.

In comparison, we also see that it is less difficult to fill recruiting job openings in Jackson, Mississippi and Scranton, Pennsylvania. Larger talent supply compared to the hiring demand by employers in these metro areas means that Recruiters positions are likely to be filled easier and faster. The average duration of a job ad in these locations is 3.7 weeks, more than one week shorter than national averages. If you are a Recruiter looking for work in one of these 2 areas, you are likely to have more difficulties since there is less demand for your talent and a higher number of potential candidates you will compete against.

How Mobile Savvy Do Recruiters Need To Be?

From making the careers page on your company's website mobile-friendly to communicating with potential candidates through text, mobile recruiting is a hot topic in the HR space. Some companies have jumped in and started implementing strategies, while others are deciding how to begin. The last time we reported on this topic, we had just begun to see increases in the volume of online job ads that include specifications for mobile recruiting, so we thought it was time to revisit this. In the past 90 days, there were more than 500 unique online job ads in the US for Recruiters that included mobile recruitment skills. This is an 89% increase over the same 90-day time period in 2011. Hiring has been increasing dramatically, especially since the beginning of 2012.

We see the most job ads being posted in New York City, Washington (DC), San Francisco, Los Angeles, and Seattle. While the volume of ads in each location may not be very high (ranging from 17-29 ads in each area), all 5 areas saw year-over-year increased in hiring demand. Washington, DC grew the most, up 600% from the same 90-day period last year.

Interestingly, the most in-demand mobile recruiting skill is knowledge of the Android platform. Other skills that are highly demanded include;

  1. Android
  2. Project Management
  3. Cloud Computing
  4. Mobile Development
  5. Applicant tracking software (ATS)

Across the US, our heat map of Hiring Scales shows that the location with the best conditions for employers to source candidates is New York City. It is likely that employers here will be able to fill jobs with less difficulty than most of their counterparts. There are only a few employers currently hiring, but there is a higher concentration of qualified candidates in this area. If employers are looking for Recruiters with mobile skills, they should look to New York City to source candidates. Or, if a company is deciding where the position should be based, they should consider having the job located here.

On the other hand, Recruiters with mobile skills will have a hard time finding work in New York since there are more potential qualified candidates in this area than there are employers looking to hire. The best place for qualified candidates to look for work is in San Francisco, CA.

It's been a while since we covered hiring demand for recruiting professionals with social media experience and a few people have requested updated data. Over the past 90 days, more than 2,700 job ads were available that called for Recruiters to have social media skills and experience across the US – representing about 7% of all hiring demand for Recruiters in the past 90 days. Companies are more commonly integrating social media across more business processes – and HR and recruiting is no different. The number of job ads that require social media skills for Recruiters also reached a new all-time high, now up 40% year-over-year compared to the same time period in 2011 and more than 191% from 2 years ago. Connecting with potential candidates through social media platforms is a great way to attract talent and build relationships with applicants.

Below are the 10 most commonly required skills in Recruiter job ads that include social media as a skill set:

Many of these were expected, like knowing how to use ATS systems, Microsoft, and negotiation skills. However, we found it interesting that software development made the list. Upon further investigation and looking at the job ads, we saw that these positions will be sourcing a lot of technical jobs and these jobs require Recruiters understand software development to be able to source potential candidates. The same is true for business development – many of these recruiting positions will be sourcing for sales and business development positions. When you look at some of the most common job titles for Recruiters, this may be confirmed. In addition to "Recruiter" and "Sourcer" some common titles include: Sales Recruiter, Information Technology Recruiter

Recruiters with social media skills are most frequently recruited for jobs located in New York City, Chicago, Washington (DC), Boston, and Los Angeles. While employers in New York placed the highest number of job ads for this talent pool, one of the highest year-over-year growth areas was actually seen in Los Angeles where demand grew more than 73% in the past 90 days compared to the same time period in 2011. The second highest growth was seen in Boston, up 62% versus last year.

As hiring demand continues, a limited talent supply of potential candidates with proven social media experience will create challenges for employers. The Hiring Scale™ shows that employers across the US spend about 5 weeks advertising jobs and sourcing candidates for recruiting positions that require social media skills. However, each location experiences a varying degree of difficulty. Companies in San Francisco, CA and Minneapolis, MN are currently seeing some of the most challenging overall recruiting conditions. Fierce competition has emerged as more employers are looking to fill jobs in these areas than the local talent supply can support. In these 2 areas, the average posting period is 6 weeks, meaning it is likely to take 1 week longer to fill social media recruiting positions than on average across the United States.

Our Hiring Scale also shows that the best markets for recruiting these skills are Rochester, NY and Milwaukee, WI. Lower hiring demand in these areas, a larger talent supply, and better overall conditions means that Recruiters are likely to fill open recruiting jobs that require social media skills faster than average.
